Location
Northeast corner of Illinois 176 and Knaack Boulevard. This is within the City
of Crystal Lake, McHenry County, Illinois. The intersection is located ¾
mile west of Illinois Route 31, and 1 ½ miles north of US Route 14.
Physical Description
The building is to be a 10,000 square foot one-story shopping center on 2.34
acre land site, with a second phase to be a 9,000 square foot building directly
adjacent to the first. Spaces are to range from 1,257 square feet to 1,788 square
feet. Units may be combined. The construction will be masonry type with 11’-4”
clear ceilings, aluminum glass storefronts, and covered awnings. Building will
have exterior ornamentation and attractive contemporary lighting. Completion
scheduled for fall 2004.
Access
Access to/from both Illinois Route 176 as well Knaack Boulevard will be provided.
Zoning
The site is zoned B-2 PUD: Highway Service Business District Planned Unit Development.
Permitted uses within the B-2 zoning district include a wide variety of business
uses, including retail uses, food services, offices, financial institutions,
commercial service, personal service, and automotive uses.

The site is located in Crystal Lake, Illinois in McHenry County. According to the US census in 2000 the population was 38,000 and saw a population growth of 55% from 1990-2000, and a growth of 104% from 1980-2000.
Crystal Lake is the commercial hub of McHenry County. The retail space in Crystal Lake is located along three main highways, Illinois Routes 176 and 31, and US Route 14, with a small amount in the original downtown area. Crystal Lake has a large amount of retail, commercial, and industrial space that has a large drawing power from the surrounding communities because of the excellent facilities in the area.
Crystal Lake’s retail stores draw from people throughout the county. According to the 2000 census report McHenry County had a population of 260,077 and an estimated 2001 population of 270,504. According to the 2000 census, McHenry County was the fastest growing county in the state growing at an alarming rate of 41.9%.
Crystal Lake has one of the busiest Metra commuter stations
on the Northwest line. Construction started in June of 2003 of Metra’s
second station in Crystal Lake just Southeast of the site and located on Pingree
road. This will increase traffic flow on 176 and Pingree Road (Pingree becomes
Terra Cotta Road North of Route 176).
4.5-6 Highway Service Business
District
"B-2"
1. Declaration of Intent
The Highway Business Service Districts are areas zoned
for general commercial economic uses necessary for the orderly growth and development
of the community which are generally located along major streets and highways
of the City and are to be consistent with the requirement of Table 1 of the
zoning ordinance for the “B-2” zoning district.
2. District Restrictions
A. All lighting shall be placed as to reflect the light away from adjacent residential
districts. No noise, odor or vibration shall be emitted so it exceeds the general
level of noise, odor or vibration emitted by uses outside the site. Such comparison
shall be made at the boundary of the site.
B. Any use abutting residential zoning is required to provide a six foot solid
screen of fencing or landscaping (See section 5.3-6) and is subject to the restrictions
outlined in the Sign Ordinance.
3. Principal Permitted uses
All principal uses allowed and regulated in the Highway Service Business
District shall be as follows:
A. Automotive Uses- motorized vehicular sales showroom,
automobile service/non-major (repair), vehicle rental. If outside storage or
drive-through facilities are requested, then Special Use Permits are required.
Not included are uses in which a major source of revenue is from body and fender
or major engine repair work (See Manufacturing Districts).
B. Personal Service. All permitted uses of the “B-1” zoning district
including veterinarian clinic, small animals only (no outside runs), interior
design, funeral home, reading room.
C. Commercial Service. All permitted uses of the “O” zoning district
including furniture repair and refinishing, taxidermist, locksmith.
D. Retail Uses. All permitted uses of the “B-1” zoning district
including catalogue sales, antique store, auto parts, bicycle shop, department
store, gift store, grocery store, toy/hobby/sporting goods store, jewelry store,
liquor store, household furnishings, stationary/ office supply, home improvement
center.
E. Financial institutions. All permitted uses of the “B-1” zoning
district. If a drive-through facility is requested, then a special use permitted
is required.
F. Food services. All permitted uses of the “B-1” zoning district
including restaurant. If a drive-through facility is requested, then a special
use permit is required.
G. Offices. All permitted uses of the “O” zoning district. If medical
uses are requested, then the medical parking requirement must be met (see section
5.3-5-2).
H. Parks and open space.
